On Tuesday May 3rd, the Senate Environmental Resources & Energy Committee unanimously reported the nomination of Richard Allan to head the Department of Conservation & Natural Resources. They also reported Senate Bills 367 (White, D) & 460 (Yaw).  SB 367 allows for the leasing of Commonwealth lands for drilling.  To see the prime sponsor’s intent, click here. This bill is similar to the provisions in law that guide DCNR leasing and expand that to other land.  The bill was amended to require a minimum of 50% of the revenue received from bonus and lease payments to go to the Environmental Stewardship Fund or the Key '93 Fund. All money derived from PASSHE land must go to the Key '93 Fund.  SB 460 establishes a timeframe for the abandonment of mineral rights.  To read the co-sponsorship memo, click here. That bill was amended. The amendment removes section 3.3 and further defines and details "division order," "interest owner" and the items listed on the check stub, including contract information.
