Legislation: SB 325(Baker) SB 325 creates the Gas and Hazardous Liquids Pipeline Act.  It requires the Public Utility Commission (PUC) to establish and maintain a registry of all pipeline operators.  The PUC may develop an application and charge a reasonable application and renewal fee. Exemptions include those who are registered under the Liquefied Petroleum Gas Act. The safety standards will be those that exist under current federal law. The Commission’s jurisdiction is limited to gas systems that are subject to federal law and are not a public utility. The bill is set on the Senate calendar for the week of April 4th. The House gave 2nd consideration to Representative Matt Baker’s pipeline safety legislation HB 344 on Tuesday, March 1st.  To read his co-sponsorship memo, click here.  The bill is set to be sent to the Senate the week of April 4th. HB 144 (Pickett) changes the trigger mechanism from the “approval of a well site restoration report” to the due date of a “well production report.” The bill was passed by the House and has been referred to the Senate Agriculture Committee.
