Newly Introduced:
HB381 (Mundy) – amends reporting requirements to add the amount of production, the amount of each type of waste and the facility that accepted the waste.
HB2579 (Mirabito) - Establishes a severance tax of .30 cents per unit severed.
HB2630 (Boback) – Requires permit application to notify landowners within 5,500 ft. of the well site. Current distance is 1,000 ft. Also requires a “zone of influence” on groundwater and an estimate on the amount of time hydraulic fracturing fluid or other liquids would take to reach the nearest groundwater source if spilled. It also requires a preparedness, prevention and contingency plan.
SB1447 (Ferlo) – Establishes a 1 year moratorium on wells that have not been drilled and establishes a Marcellus Well Drilling Study Commission and requires a report.
SB1451 (Baker) – Requires the Department of Environmental Protection to ensure that operators at treatment facilities that treat oil & gas wastewater to be competent and gives the Environmental Quality Board the authority to create regulation.
